Community Information about the Sale of the Borough Water Distribution System 

As of June 30, 2026, the water system has transitioned to New Jersey American Water (NJAW). You may have noticed an increased presence of New Jersey American Water employees in the area over the last two months. Their team is conducting numerous activities to familiarize themselves with the water system, so customers experience a seamless transition of ownership.
 
New Jersey American Water has provided a new customer packet with information about the company, customer billing, bill paying assistance and their self-service portal called MyWater. This packet is hosted on https://www.amwater.com/njaw/Customer-Service-Billing/For-New-Customers/hopewell and will be mailed to every customer soon after the transfer of ownership. In addition, copies were available at New Jersey American Water’s booth at the Borough’s USA 250 event. 
 
We strongly encourage residents to sign up for New Jersey American Water’s alert system via their MyWater portal. New Jersey American Water uses this alert system to let customers know about planned infrastructure work and related disruptions, maintenance activities such as hydrant flushing, and service outages.  
 

Maintenance and Emergencies 

All water emergencies should be reported directly to NJAW.  Issues involving sewer or stormwater should be reported to theBorough, with off hours emergencies report through the Hopewell Township Police Deaprtment dispatch at 609.737.3100. 

Billing 

The last combined Borough water/sewer has been mailed out and is due August 10, 2026.  Payments can be made online, by mail or in person at Borough Hall.  Going forward, sewer will continue to be billed quarterly by the Borough and NJAW will begin with separate directly billing.

Upcoming Capital Projects / Water Infrastructure Improvements 

As part of its commitment to upgrading the water infrastructure in the Borough, NJAW will next begin a major capital program to replace the water main on West Broad Street and address lead and galvanized water service lines to homes in that area.  Letters to impacted residents/businesses are expected to be delivered early the week of July 20, which will be quickly followed by test pit work to determine which properties require service line replacements.  There will be no direct expense to any homeowner or business for the replacement of these service lines.

The project to replace the water main in West Broad Street is anticipated to take approximately four weeks and is designed to be completed before the start of school, with limited service interruptions on a house-by-house basis when each building is reconnected. NJAW will communicate directly with each impacted owner as those dates approach. When the project is completed, the work will need approximately 90 days to physically settle before the road will receive a much-needed full repaving.  NJAW, the Borough’s engineers and Hopewell Valley Emergency Services have been working to ensure interruptions to traffic and access to homes are as limited as possible, and construction is planned on a block-by-block staged basis to keep roads open or partially open when feasible.  NJAW and the Hopewell Township Police Department will orchestrate the traffic control plan and the Borough will provide regular updates as the project progresses.  Residents will be kept informed through door-to-door letters, website postings, and CodeRED reverse-911 notifications, with the on-site inspector serving as the primary point of contact. Frequently Asked Questions 

The Borough’s water system is currently overseen by one staff person (Dave Misiolek), supported by outside consultants and professionals, and other Borough staff. Mr. Misiolek is also responsible for our sewer system. Following the sale, Mr. Misiolek will remain with the Borough and continue to operate our sewer system and be available for other much needed public works support in town, and the water responsibilities will be transferred to New Jersey American Water. 

Currently our water system is run by Borough employees, with a level of service responsiveness that we are very proud of. However, staffing limitations and the scale and complexity of many of the improvements necessitated by new regulations require extensive reliance on private contractors, at considerable expense. Following the sale, Borough water customers will be served by a large staff from New Jersey American Water, a regulated public utility who would have considerably more resources available than our small water department, and would answer to the Board of Public Utilities.
